After a two year long planning process, the Sparrow Run Neighborhood Revitalization Plan has been adopted as the official strategy for working within Sparrow Run and has been endorsed by New Castle County Council through Resolution # 08-053. The Plan, developed by Sparrow Run Residents, Pencader Hundred Community Center and our partner organizations, outlines the goals strategies and expected outcomes for our positive impact in the community.

Organized in the 544-home community of Sparrow Run.

Formed a Resident Council and Youth Council.

With those Councils, PHCC developed comprehensive five-year neighborhood plan in collaboration with 34 organizations – nonprofits, government agencies, educators, business people and clergy. This plan provides an innovative model for exurban neighborhood revitalization.

Provided ongoing training for the Councils that teaches civic engagement, develops leadership skills, advocacy skills, strategic planning skills, research skills, and organizational skills. Each Council publishes a monthly newsletter and will be in the position of funding, monitoring and evaluating neighborhood projects.

Worked with the Sparrow Run Resident Council to get resident homeowners in control of the Maintenance Association which was exclusively controlled by investors who own 78% of the homes. Resident homeowners now hold all of the Maintenance Association officers’ positions.

Resident Council has met with numerous public officials including the local county councilman, community services representatives, code enforcement, police, public transportation, and state legislators to establish an ongoing dialog about the needs of the community.

Established first neighborhood-based multi-tenant service center at 5 Teal Circle in Sparrow Run.
